Aniversario Cumbre de la Tierra
El 14 de junio de 1992 culminó la Cumbre de la Tierra o Conferencia de las Naciones Unidas sobre Medio Ambiente y Desarrollo que fue celebrada en Río de Janeiro, Brasil. Aprobados por las representaciones de 173 gobiernos, los principales acuerdos fueron: la Declaración de Principios sobre Bosques; la Declaración de Río sobre Medio Ambiente y Desarrollo; y la Agenda 21.
Adicional y paralelamente, de carácter consultivo, se desarrolló el Foro Global 92, con la participación de Organizaciones No Gubernamentales (ONG) y movimientos sociales de todo el mundo, con el propósito de aportar un punto de vista crítico a las posturas defendidas por los estados en la CNUMAD. Más de 25 mil personas, representando a 11 mil ONGs procedentes de 171 países, se reunieron para demostrar la vitalidad de la sociedad civil.
La Agenda 21 es un programa para desarrollar la sostenibilidad a nivel planetario. Abarca aspectos económicos, sociales y culturales, así como relativos a la protección del Medio Ambiente. Su capítulo 28 destaca el rol que les corresponde a las comunidades locales motivándolas a crear su propia versión de Agenda 21 Local.
Gran parte de los objetivos de la dependen casi en exclusiva del papel de las comunidades locales. Es decir, de las decisiones, actitudes y comportamientos de los ciudadanos y autoridades locales. Estas últimas se ocupan de la creación, el funcionamiento y el mantenimiento de la infraestructura económica, social y ecológica, supervisan los procesos de planificación, establecen las políticas y reglamentaciones ambientales locales y contribuyen a la ejecución de las políticas ambientales en los planos nacional e internacional. Gracias a su cercanía a los ciudadanos, desempeñan una función importantísima en la educación y movilización de la ciudadanía en pro del desarrollo sustentable.
La Agenda 21 Local de La Pintana es fundamentalmente un Plan de Desarrollo Sustentable, entendido este último como un desarrollo económico y social, respetuoso con el medio ambiente. Se trata de un plan estratégico que define las líneas de trabajo de la política local en un proceso a corto y mediano plazo e Introduce la participación activa de los agentes y ciudadanos interesados en su planificación y seguimiento.
